Parking Strategy 2016 to 2021 and Persistent Evaders

The parking of all vehicles; cars, lorries, coaches, buses or cycles, is a key element in developing how our towns and businesses, tourism and leisure continue to operate within a local transportation network.

Our aim is to provide a service and consistent approach to all elements of parking management that will support the local community, while proving beneficial to residents, tourist and businesses. Accordingly work was completed to prepare a draft island wide parking strategy and full stakeholder and public consultation took place in the second quarter of 2016. The draft strategy was presented to the Councils Executive in January 2017 and it was agreed that the draft, supported by the public consultation, be adopted as the final strategy.  

The introduction of the parking strategy will enable the authority to deliver national and regional policy associated with traffic regulation and acts. It will support the Island’s transport plan 2011-2038 and support the Strategic Asset management plan 2006. It will also support the delivery of the outcomes set out in the Council’s Corporate Pan 2015-17

The Parking strategy below takes a long-term realistic view of what is feasible and aims to support the needs of local residents, the business community and visitors. This strategy will ensure a fair and consistent approach to all elements of parking management, charging and enforcement across the Isle of Wight.

Persistent Evaders

From Monday 19 August 2019, 'persistent evaders' risk losing their vehicle under the Council's new Vehicle Removal Policy.  The policy has been introduced in order to tackle motorists who persistently contravene parking regulations and fail to respond to their Penalty Charge Notices.

The term ‘persistent evaders’ is applied to a vehicle owner where there are three or more recorded contraventions for the vehicle and the PCNs for these have not been paid, represented against or appealed against within the statutory time limits, or their representations and appeals have been rejected but they have still not paid. The Department for Transport guidance advises Local Authorities to take the strongest possible action against such motorists.
