Background:In light of the coronavirus (Covid-19) crisis, this consultation has been extended until the end of June (from mid-April).
A Public Spaces Protection Order (PSPO) is legislation that allows a local authority (Isle of Wight Council) to address a particular nuisance or problem that may occur in a particular area. The PSPO works by imposing conditions on the use of that area, that apply to everyone.
PSPOs are designed to ensure the law-abiding majority can use and enjoy public spaces safe from anti-social behaviour.
The Isle of Wight Council's Public Spaces Protection Orders (PSPOs), include the controls that were previously called Dog Control Orders (DCOs), Designated Public Place Orders (DPPOs) and other measures to control antisocial behaviour.
We are turning these previous orders into a single set of PSPOs. The council is considering some small amendments to the previous orders.

Background:The Isle of Wight Council’s draft housing strategy is now available, and a consultation is under way. This is not the final strategy; which will follow after consultation.
The draft housing strategy is supported by the council's Corporate Plan and its Regeneration Strategy, and helps shape and inform the draft Island Planning Strategy, which is going through the formal stages to adoption.

Background:Earlier this year the council published its corporate plan and within it made a clear commitment to ensuring that “people have a place to call home and can live with independence”. Following publication of the draft Island Planning Strategy for consultation earlier in 2019, there was, and indeed continues to be, significant concern expressed about the number of homes being planned for the Island.
As part of the Island planning strategy process, the Isle of Wight Council is working with parish and town councils to undertake an Island-wide housing needs survey. This will capture views on current and future housing needs of residents, and also help us understand more about what is affordable (to buy and rent). This information will then be used to inform the council’s planning and housing policies in the future.

Background:

Fire and Rescue Service: Integrated Risk Management Plan

Background:This plan is about improving public safety, reducing the number of emergency incidents and saving lives.
HFRS and IWFRS exist to make life safer. We achieve this through the use of risk management. As fire and rescue services we work to identify risks within our area and then assess those risks to see how likely they are to occur. From this we can then make plans manage these risks.

Background:
Under the Equality Act 2010 public bodies are required to develop and publish equality objectives every four years after consultation with the public.
The council’s overall vision is for the Island to be a great place to live, work and visit.

Local Council Tax Support - 2020/21

Background:Each year the council must decide whether to change the Local Council Tax Support (LCTS) Scheme for working age applicants in its area.
The changes will only affect working age claimants who currently receive LCTS or who may apply in the future.
The locally-agreed changes we are consulting upon do not affect people of pension age. The LCTS rules for these claimants are set nationally by the government.
The LCTS Scheme replaced the old Council Tax Benefit Scheme in 2013.
The funding provided to local councils by the government to support the scheme has reduced each year.
Outcome:This consultation has now closed. The results of the consultation have been reviewed and will be considered by the Full Council on 20 November 2019, with a view to bring in the proposed changes on 1 April 2020. West Wight school places - supplementary consultation

Like all councils, the Isle of Wight is facing a further reduction in the grant it gets from the Government. The council needs to save £5.5 million next year, as part of the £16.5 million savings that need to be found over the next three years and residents, businesses, the voluntary sector and town and parish councils are being encouraged to have their say on spending and service priorities for 2019/20.

Cross Solent Travel Scheme Consultation

Background:
A council funded scheme that gives free cross-Solent travel to NHS patients with specific illnesses is being reviewed and Islanders can give their views on its future.
The Cross Solent Travel Scheme is a discretionary, non-means tested measure providing financial support to NHS patients travelling to the mainland to receive specific treatments for chemotherapy, radiotherapy or renal dialysis.
The scheme is owned and administered by the Isle of Wight NHS Trust but since 2006, when the NHS ceased its funding, the council has supported residents by picking up the annual cost.

Background:The Isle of Wight Council is reviewing its Statement of Licensing Principles in accordance with Section 349 of the Gambling Act 2005 and its Statement of Licensing Policy in accordance with Section 5 of the Licensing Act 2003.
The Gambling Act provides for a system of licensing and regulation for commercial gambling in England and Wales and licensing authorities have responsibility for the licensing of gambling premises within their area.
The Licensing Act provides for the regulation of the sale and supply of alcohol, the provision of entertainment and late night refreshment.

Background:Whilst resident parking zones exist in various locations across the island there is currently no policy or guidance for dealing with requests for new zones.
The council has prepared
draft guidance for the introduction of resident parking schemes (RPS) which, when finalised, will clearly set out the process to request an RPS, the criteria for establishing the demand and ensuring that schemes only proceed where they will deliver a benefit for residents.

Background:Not all highways improvement schemes fall within the scope of the contract that the council has with Island Roads. In certain cases, for example when government funding becomes available, the council is able to commission its own projects to improve junctions or certain stretches of road.
St Mary’s Junction Improvement
The Isle of Wight Council has secured government funding to improve traffic flows in and around Newport. The first phase of this project is concentrating on the area around St Mary’s roundabout where traffic flows are predicted to increase in future years. A background paper outlining the existing and predicted vehicle movements has been produced along with outline proposals for improvements to the roundabout and the surrounding junctions is available here.

Background:The Isle of Wight Council recognises the importance of maintaining and improving the network of public rights of way, and its first Rights of Way Improvement Plan (ROWIP), published in 2006, has been authoritative in decisions taken in recent years.
A comprehensive reassessment of rights of way and a review of the 2006 Plan was undertaken by the Isle of Wight Council during 2016. Following the comprehensive reassessment of rights of way the Rights of Way Improvement Plan, it has been updated. The Plan sets out the main policy areas which will guide the management and improvement of public rights of way throughout the next ten years.

Background:By setting out recycling and refuse storage provision guidelines, the council is providing a clear direction on what it expects to see provided as part of new development and will be the basis for any negotiations over provision. Background:By setting out parking provision guidelines, the council is providing a clear direction on what it expects to see provided as part of new development and will be the basis for any negotiations over provision. It does not cover issues such as public car parking provision, parking charges and parking permits. Whilst the approach set out in the draft SPD compliments these, such issues are addressed through the council’s Parking Strategy.

IWC Council Tax Reduction Scheme 2017/18 Consultation - UNDERGOING ANALYSIS

Background:
All of the local authorities within England have a difficult financial situation to manage over the next three years and will have to make savings and increase income. Part of these savings could come from reducing the amount of financial help, provided to residents on low incomes, through the council tax reduction scheme. If these savings are not made the savings will have to be found from somewhere else. This is a complex issue. Any decision affects more than this scheme. IWC Planning Application Local List Validation Requirements Consultation - UNDERGOING ANALYSIS

Background:
The Isle of Wight Council, as local planning authority (LPA), has reviewed the local information required when an application for planning permission is submitted, and is seeking your views on proposed changes. The proposed revised local list requirements have been identified to enable the LPA to continue to improve the service it offers to applicants, to contribute to streamlining internal validation processes and to ensure officers have the information they need to determine applications correctly and as quickly as possible.

Solent Devolution Consultation - UNDERGOING ANALYSIS

The Isle of Wight Council, Portsmouth City Council, Southampton City Council and Solent Local Enterprise Partnership (LEP) are in the process of negotiating a devolution deal with government. This consultation will help shape the submission we make to central government in September 2016. We need your views.

Isle of Wight Rights of Way Improvement Plan Consultation - UNDERGOING ANALYSIS

Background:
Under the Countryside and Rights of Way (CROW) Act 2000, all local highway authorities are required to adopt and publish a Rights of Way Improvement Plan (RoWIP), the key function of which is to set out how improvements made by the highway authority to the public rights of way network will provide a better experience for users. The Isle of Wight Council published its first RoWIP in 2006, and is required under the CROW Act to review the plan at intervals of not more than ten years. We would like to hear your views around the extent to which the existing RoWIP still meets the needs of its audience.

Transitions Protocol Consultation - UNDERGOING ANALYSIS

Background:The Isle of Wight Council and the Isle of Wight Clinical Commissioning Group are undertaking a consultation on the proposed draft Isle of Wight Multi Agency Transitions Protocol. The aim of this protocol is to clarify the role of each agency to simplify and promote better understanding of the processes involved in accessing support leading up to and during transition from children to adult services.

Area Action Plan Consultation - UNDERGOING ANALYSIS

Background:Within the Core Strategy, the council have identified three key regeneration areas. These areas cover Medina Valley, Ryde and the Bay. Each area is different in character and has different issues and challenges. Because of this, the council thinks that each area needs a bespoke approach to facilitating growth and to addressing these issues and challenges.

Core Strategy Policy SP2 (Housing) Review - UNDERGOING ANALYSIS

Background:The Isle of Wight Council adopted the Island Plan Core Strategy in March 2012. It consists of nine strategic policies and 22 more detailed development management policies. Policy SP2 (Housing) states that the plan provides for 8,320 dwellings over the period 2011-2027 (which is an average of 520 per year).
The review was undertaken to establish the council’s objectively assessed requirements in relation to housing, and to address concerns that the adopted distribution could not realistically be delivered and did not address a number of local and Island-wide issues.
