The Boundary Commission for England (BCE) is required by Parliament to undertake an independent and impartial review of all constituencies in England, to rebalance the number of electors in each constituency.

Constituency sizes currently vary widely due to population changes since the last boundary review. The new map proposed by the Commission will make sure each constituency has between 69,724 and 77,062 electors, so that each MP represents roughly the same number of electors. However, there are five ‘protected’ constituencies across the country, including two on the Isle of Wight.

The 2023 Boundary Review also requires that the number of constituencies in England increases from 533 to 543.

Lord Louis Library Consultation 2021/ 22

Start of consultation: 13 Dec 2021
End of consultation: 11 Feb 2022

Background:

We made a budget decision in February 2021 to reduce the library service budget. We are asking for feedback from library users on a proposal to meet this decision.

This proposal is to reduce the opening times of Lord Louis Library, Newport from six days a week, to five. This is the same as Ryde Library opening hours.

Current staffing levels will remain through the remaining opening hours.

Wednesday is the day that has fewest visitors of the week. Closing on this day means the library is available for other community activities. It could also make a small income for the library.

This would achieve a saving of £25,000 per year.

Ryde Interchange

Start of consultation: 22 Jun 2021
End of consultation: 03 Aug 2021

Background:
The Ryde Transport Interchange consultation is your chance to help decide the features of a new project that will help define the space in and around Ryde Bus Station, Ryde Esplanade rail station and Ryde Pier.

The aim is to create a space that is more than a functional transport interchange, rather a gateway to Ryde and destination in itself.

The project takes some inspiration from the larger interchange scheme that was agreed following consultation in 2008 but was not taken forward at the time because of commercial issues which have been avoided through the partnership approach adopted for this new smaller-scale project.

In July 2020, we were awarded £10 million from the Government’s Transforming Cities Fund. The funding will help to improve Ryde transport interchange. The funding bid was part of a South East Hampshire Rapid Transport (SEHRT) initiative. This includes Portsmouth City Council and Hampshire County Council.

The project will improve sustainable transport infrastructure and connectivity on the Island, and in and around Portsmouth city region. It will focus on improvements for cyclists, pedestrians and bus, rail and ferry users.

Special Educational Needs (SEN) banding framework

Start of consultation: 19 Oct 2020
End of consultation: 13 Dec 2020

Background:

Consultation on the Isle of Wight Council’s proposed Special Educational Needs (SEN) banding framework for children and young people who have Education, Health and Care (EHC) plans in mainstream schools.

The council is seeking residents’ and stakeholders’ views on its proposal to change the way that top-up funding is paid to state-funded mainstream schools to make provision for children and young people with Special Educational Needs (SEN) who are subject to an Education, Health and Care (EHC) plan. The purpose of the proposed change is to improve how the budget is allocated to mainstream schools to support children with an EHC plan in the most effective way possible.

The proposal only covers the top-up funding that mainstream schools receive for children with more complex SEN requiring an EHC plan and not the core funding of mainstream schools.

Any changes to these policies would only affect new applications for support made after the date of implementation

Concessionary Travel Scheme Consultation 2019

Start of consultation: 16 Jul 2019
End of consultation: 22 Oct 2019

Background:

A consultation has been launched on potential changes to the Island’s concessionary travel scheme.

The proposed changes do not affect free travel arrangements for older and disabled residents who wish to travel on Island buses between 9.30am and 11pm, but do affect other travel times.

Under the changes proposed free travel for a travelling companion of a disabled person would also be retained for bus journeys between 9.30am and 11pm.

If agreed through the consultation process the council could also include free travel for care leavers.

The Island’s concessionary travel scheme cost the council £4.72 million in 2017/18, for both mandatory and additional discretionary elements.

The new proposals amend the current scheme which was introduced in 2008, and would align the Island to many other parts of the country and enable the council to make savings in the process.

Outcome:

Consultation on the reinstatement of Undercliff Drive

Start of consultation: 14 Jun 2019
End of consultation: 26 Jul 2019

Background:
The council is seeking the views of residents, businesses and visitors on possible plans to re-open Undercliff Drive to through traffic.

Undercliff Drive (A3055) connects Ventnor to Niton via St Lawrence. The road passes through an ancient landslide complex known as the Undercliff.

Historic records of landslide events over the past 200 years have shown the area has been subjected to regular ground movement. While some areas of the Undercliff have had a reputation for landslide movement, much of the developed areas of Ventnor, St Lawrence and Niton Undercliff have remained largely unaffected by major events.

The causes of ground movement along the Undercliff have been studied extensively and are well understood. Ground movement is often linked to periods of prolonged winter rainfall.

During the very wet winter of 2013/14, Undercliff Drive was affected by major ground movement. This landsliding led to the loss of the road at two locations, effectively ‘land-locking’ nine properties between the two sites.

The closure of Undercliff Drive has resulted in a diversion of traffic through the village centres of Niton and Whitwell via carriageways with lower road classifications. This has resulted in increased vehicle movements through these villages.

Following the two landslides, the Isle of Wight Council implemented a scheme to construct a new access road at one of the two locations. This work, completed in 2016, allowed vehicles to reach the nine affected properties from Niton, to the west. A shared footpath/bridleway at the site of the second landslide was also constructed in 2016 which enabled access from the Ventnor to the east, but only for pedestrians, cyclists and horse riders.

This consultation seeks views on whether the road at this point should be reconstructed allowing vehicles to resume using the route.

The council, working with leading geotechnical consultants who have been involved in studying the Undercliff for three decades, has identified that a producing a design for a scheme to re-open Undercliff Drive to through vehicular traffic would cost in the region of £200,000.

This design would involve a number of studies including topographic survey, ground investigation boreholes, stability analysis and environmental impact along with talking to key stakeholders. This work would produce a preferred engineering solution allowing the scheme to be accurately costed.

Currently the cost of a scheme to re-open the road to through traffic is estimated to be between £1 million and £2 million dependent on whether the scheme allowed one or two way traffic, whether traffic signals were required and if the new route would be restricted to vehicles below a certain weight. However, it needs to be acknowledged that ground movement will continue in the future, particularly if climate change predictions about increased winter rainfall prove correct.

Any investment in the area will need to take this into account.

Isle of Wight Walking Festival Survey

Start of consultation: 07 Dec 2015
End of consultation: 04 Jan 2016

Background:

The Isle of Wight Walking Festival will be entering its 18th year in 2016 and has grown from 39 walks in its inaugural year, to just over 250 walks this year. Despite incredible support from sponsors over the years, we have seen a steady decline in support during these recent times of austerity. Historically, we have not made any charges for the event programme we produce and publish, but with financial cutbacks hitting services we are looking at charging participants from 2016, in order for the festival to continue.

Outcome:
After reviewing the comments from the consultation, it was recommended that the cost of a walking festival programme be set at £3.00. Please click here for more information.

Background:

The council’s Discretionary Housing Payment (DHP) policy is to be formalised and will operate from the 2013/14 financial year, subject to a period of consultation with relevant organisations and key stakeholders.

In some circumstances, people in receipt of housing benefit find themselves in a situation where the benefit they receive does not cover the amount of rent they are due to pay.

The policy provides extra support to cover these shortfalls usually on a short-term basis where a claim is made for additional financial support and the applicant is receiving at least the minimum amount of housing benefit. It does not cover shortfalls in the amount of council tax due to be paid.

The policy has been developed to give a consistent and fair approach to providing additional assistance for the most vulnerable Island residents in genuine hardship (while they review their situation following the Government’s welfare reforms).

Meaders Road - Oakvale Pedestrian Link Consultation

Start of consultation: 16 Nov 2012
End of consultation: 17 Dec 2012

Background:

The Isle of Wight Council is seeking views on the Meaders Road to Oakvale pedestrian link. This link has been open since April 2010 but has been the subject of reports to the Police and complaints to the Isle of Wight Council. We are seeking your views on whether there is a case to consider closing the link. If the council considers that there is a case to close the link, either permanently or at certain times of the day or night only, then it must apply for a ‘gating order’.

Outcome:

At the Planning Meeting on 30 July 2013 Members resolved that there was no justification for either the permanent closure or periodical gating of the pedestrian link between Oakvale and Meaders Road, Ryde. It was felt that the benefits of the link to residents wishing to access local facilities by foot outweighed the impact that closure would have upon the rate of crime and disorder in the Meaders Road/Oakvale area.

Localisation of Council Tax Benefit Consultation

Start of consultation: 24 Sep 2012
End of consultation: 30 Nov 2012

Background:

As part of its welfare reforms and its drive to encourage more people back into work, the Government is proposing to abolish the current national Council Tax Benefit Scheme. From 1 April 2013 all local authorities, including the Isle of Wight Council, will have to replace it with a local council tax support scheme for all working-age claimants. The Government has told local authorities that claimants of pensionable age will not be affected by any changes and will continue to receive support towards their council tax bills in the same way as they do now.

The cost of council tax benefit is currently paid for by the Government. When the new local schemes start on 1 April 2013, the Government will pass that funding across to local authorities, whilst reducing it by about 10%. For the Isle of Wight, if we were to just continue with the current arrangements for the council tax benefit scheme, there would be a shortfall in funding of about £1.9m.

Outcome:

At the full council meeting on the 16 January 2013 councillors considered the feedback from this consultation and the likely impact of any new scheme. Taking into account the complexities of the existing scheme, the timescales involved in developing, consulting and implementing a local scheme and the ability to redesign the scheme into a wholly new scheme in the timescale allowed was considerably limited.

It was agreed therefore that the local scheme was to be implemented for 2013/14 as a transitional scheme, which enabled both Isle of Wight Council and council tax benefit claimants to learn from its implementation and inform any future changes to the local scheme.

Healthwatch Isle of Wight Consultation

Start of consultation: 15 Jun 2012
End of consultation: 16 Jul 2012

Background:
In March 2012, the government introduced a new law (the Health & Social Care Act 2012) requiring each local authority area to set up a new organisation called Healthwatch by April 2013.

Healthwatch will effectively act as a consumer champion, making the views and experiences of the local community known to the people making decisions about these services, both locally and nationally. It will replace the Island’s Local Involvement Network (otherwise known as the LINk) which has performed a similar role for the past few years and will cease to exist on 31 March 2013.

Some of the functions and roles that Healthwatch will need to perform have been set out in law but the government has also said that it wants local authorities to be able to make some choices of its own about how it sets up the new organisation so that it can meet the needs of its local community.

Outcome:

A report on the findings of the consultation can be found here.

The results of this consultation informed the Healthwatch procurement process.

Conservation Area Appraisals Consultation

Start of consultation: 16 Dec 2011
End of consultation: 27 Jan 2012

Background:
The council has been reviewing conservation areas designations and identifying new conservation areas. Whilst public consultation is not required in the preparation of the Conservation Area Appraisals and conservation area designation, the council is keen for the appraisal documents to under go public scrutiny and therefore the council is publishing the following Conservation Area Appraisals for consultation:
         • Briary
         • Church Place
         • Pound Green
         • Totland
The Conservation Area Appraisal evaluates and records an area’s special architectural or historic interest, which the council believes it is desirable to preserve or enhance. The consultation appraisals include the proposed conservation area boundary and specific character areas within it. It also identifies properties that may be subject to an Article 4 Direction, a process which removes certain permitted development rights and which will be subject to a further consultation process.

Outcome:

On 21st June 2012, following a period of consultation, the Isle of Wight Council designated areas of Church Place and Totland as new conservation areas and extended the boundaries of the existing Briary and Pound Green conservation areas. Maps showing the boundaries of each conservation area and copies of the adopted appraisal documents can be found here.

Budget 2012 Consultation

Start of consultation: 22 Dec 2011
End of consultation: 20 Jan 2012

Background:
This consultation has now closed. With significant on going reductions in government funding to councils across the country, the Isle of Wight Council has faced difficult decisions to ensure it spends its budget wisely over the next few years whilst, as far as possible, protecting residents from large council tax rises and cuts to vital services.

We asked for your views to help us to draw up a budget for 2012/13.

Outcome:

The Isle of Wight Council has set a budget that freezes council tax for the second year running.

But at the same time, the £338.3 million budget agreed by the Full Council on 29 February also provides investment in a number of areas – particularly schemes to stimulate the local economy.

Isle of Wight Council leader Councillor David Pugh said the difficult decisions made last year had allowed the authority to agree a package of investment schemes designed to assist the local economy.

Councillor Pugh added that many of the proposals – such as the freezing of car parking charges for the fourth year as well as the budget’s emphasis on supporting the economy - reflected views expressed in consultations held in recent months.
