Current statement of intent

The Council's statement of intent gives details on how it will determine which low income and vulnerable households are eligible for ECO4, under the ECO flexibility scheme rules and routes.

The Statement of Intent version 6.0 (PDF, 169KB, 3 pages) was published on 21 March 2023 and is active from this date.

Withdrawn statements

Version one (PDF, 243KB) published 4 July 2017 to 21 January 2018. It shows the criteria to use to establish eligibility for the Energy Companies Obligation (ECO) Flexibility Scheme.

It identifies:

  • Fuel Poverty Scheme - households having difficulty affording to heat their homes to adequate levels.
  • In-fill Scheme - to allow solid wall insulation to take place in groups of properties where only some of the residents currently qualify for ECO support.

Version two (PDF, 243KB) published 22 January 2018 to 11 February 2021.

The following changes were made: 

  • The addition of a Low Income and Vulnerable to Cold (LIVC) scheme to help those with health conditions who are vulnerable to cold-related illness.
  • A referral route for the LIVC scheme through the Public Health Department's Local Area Co-ordinators.

Version three (PDF, 202KB) published 12 February 2021 to 1 February 2022.

The following changes were made:

  • Update of the household income thresholds for qualification.
  • Removal of the Low Income and Vulnerable to Cold (LIVC) scheme.

Version four (PDF, 202KB) published 2 February 2022 to 31 March 2022:

  • Inclusion of City Energy Network Ltd as an approved installer under our ECO Code of Conduct.

Version five (PDF, 202KB) published on 3 May 2022 to 30 June 2022:

  • extension of the end date for the Statement of Intent to 30 June 2022.
