Covid - 19 Guidance for Licensing

 

Service Update - Office Closure

The Licensing department will be operating a remote service as of Monday 23 March 2020. 

Jubilee Stores will be closed to the public,  you will not be able to access reception.  Should you need to contact the Licensing team please email your query in the first instance to licensing@iow.gov.uk

An officer will respond to your query as soon as possible.  Please note that if we are experiencing a high level of enquiries then they will be answered in order of priority.

Guidance for Employees, Employers and Businesses

For information that will assist employers and businesses in providing advice to their staff as well as details of support available to businesses please view the government guidance on working safely during coronavirus.

Food and Drink Business Closures

Legislation has been passed that requires businesses selling food and drink for consumption on the premises to cease and other businesses where the public socialise to close with immediate effect. For more information view the business closure guidance. Specific information is available affecting takeaway and delivery services.

Alcohol Licensed Premises

Further guidance has now been released for those businesses that have a Temporary Event Notice or Premises Licences in place for VE and VJ days.

Hackney Carriage/Private Hire Vehicles and Drivers

The council is not currently accepting new applications in relation to vehicles or drivers. The process involving replacement vehicles is also currently suspended at this time. Renewal applications for both vehicles and drivers are still being accepted and are required in order for the respective licence to continue.

Failure to submit the renewal application on time will result in the current licence lapsing. Further submissions following the expiry date of the licence will then be treated as a new application and will require all relevant steps of a new application to be followed.

National guidance has now been released to address the situation relating to MOT testing for light vehicles.

To fall in line with this guidance, the council has made the decision to allow the proprietor of a licensed hackney carriage or private hire vehicle that is due a compliance test within the 3 month period, expiring on 30 June 2020 to be able to defer the compliance test until after this date. This deadline will be reviewed in line with the current and future guidance in relation to the COVID-19 situation.

Boatman Licences

Following on from the adoption of the Boat/Boatman policy, the time period for a current licence holder to attain the relevant qualification, inclusive of commercial endorsements, along with the relevant certifications as detailed in part 6.2 of the policy (if applicable) has now been extended until 1 September 2020.

Any current boatman licence that is due for renewal between 1st April and 1st September 2020 will still need to be renewed and can be done so by submitting the relevant application form. View further information on the boatman application process.

Animal Activity Licences

The council is awaiting guidance from DEFRA in relation to activities permitted under the Animal Activity Regulations 2018. As soon as this guidance is received it will be made available. The Canine and Feline Sector Group (CFSG) has released guidance for certain activities that are covered under the regulations.
