Question: I have an All Island Car Park Permit and have changed my vehicle; can I have a replacement permit?

Answer: A replacement permit will only be issued if you return your existing permit. There will be an administration charge of £10.00 + VAT. Please note that a replacement permit will NOT be issued if for any reason you are unable to return your existing permit.

Question: If there isn't a permit to be displayed, how will the Civil Enforcement Officer know I have paid for a tourist parking permit?

Answer: The vehicle registration of all purchased tourist parking permits will be avalable to view by the CEO on their handheld device, against the relevant permit location number.

Question: I already have an All Island Car Park Permit; can I now top it up with the supplementary to allow unlimited parking in Council long stay car parks?

Answer: No. The supplementary permit can only be purchased at the same time of applying for the All Island Car Park Permit and will always expire on the same date as your All Island Car Park Permit.

Question: I have an All Island Car Park Permit but the car park is full, what should I do?

Answer: The issue of a permit does not guarantee the availability of a parking space. It merely entitles the specified vehicle to park in any of the designated off-street parking areas if there is sufficient space. You should therefore remove your vehicle from the area and seek alternative, legal parking.

Question: I no longer require my All Island Car Park Permit; can I have a refund?

Answer: A refund will only be issued if you return your existing permit and will be made on the remaining full months. There will be an administration charge of £10.00 + VAT.
Please note that a refund will NOT be issued if for any reason you are unable to return your existing permit. Refunds will be made by BACS and as such you will need to provide your bank details at the time of submitting your refund request.

Question: Will I have a permit to display in my car/coach?

Answer: No. These permits are only issued using PayBy Phone. You will not receive a physical permit as you will be purchasing a tourist permit parking session.

Once purchased, the council’s Civil Enforcement Officers will be able to check which vehicles used PayByPhone via their handheld devices

Answer: You can download your VAT receipt from your PayByPhone account, enabling you to print VAT receipts for the last twelve months via your online PayByPhone account. (You will need your mobile phone number and the last four digits of the credit/debit card you used.)

Question: Where can I purchase tourist permits from?

Answer: Tourist Parking Permits (sessions) can only be purchased through PayByPhone. This can be done by telephoning (01983) 331331 or visiting www.paybyphone.co.uk. Alternatively sessions can also be purchased using the PayByPhone iPhone, Android and Blackberry apps.

Answer: This option is not available at present but this is something we are looking to introduce in the future.

Question: Why was the residential 200m radius permit introduced?

Answer: It was acknowledged that in some areas there is insufficient parking available to meet demand. This permit allows residents to nominate a Council car park within 200m of their home and have the convenience of car parking near to their home.

Answer: Unfortunately, a Parking Permit does not guarantee a parking place, please refer to your terms and conditions.

Question: Why has the residential radius permit been set at a distance of 200m?

Answer: Previously, the option was available to purchase an Island Resident Permit with supplementary to designate a car park. But this only allowed a short stay car park to be selected if you lived within a 100m radius at a total cost of £200. We have extended the distance and reduced the cost.

Question: How do I get a receipt for my Tourist Parking Permit?

Answer: Add your email address to your PayByPhone account and each time you purchase a permit, a receipt will be emailed to this address.

Alternatively, you can have a text receipt sent to your mobile. Check the text receipt box on your PayByPhone account (10p per text).

Question: When will my Tourist Parking Permit expire?

Answer: Your permit will expire after the full period of days you have purchased has elapsed. For example, if you purchase a two-day permit at 4pm on a Friday, it will expire at 4pm on the Sunday.

Question: I purchased a tourist parking permit but still received a Penalty Charge Notice (PCN). What can I do?

Answer: A PCN should be challenged by writing to the council’s Parking Services at PO Box 114, Sandown, Isle of Wight PO36 6BT or by email to parking.services@iow.gov.uk. Parking Services will be able to cross-reference all tourist permits with PayBy Phone.

Question: I live in a Residents Parking Zone, how can I apply for Visitor Permits?

Answer: The application form can be downloaded and taken to selected library’s across the Island for permits to be issued immediately (as below)
Freshwater Library: 41 School Green Rd, PO40 9AP, 01983 752377 (Y1 permits)
Newport Library: Lord Louis Library, Orchard St, PO30 1LL, 01983 823823 (CS1, CS2, N1, N2, Y1 permits)

Alternatively, applications can be sent to PO BOX 114, Sandown, Isle of Wight, PO36 6BT or emailed to parking.services@iow.gov.uk. Permits applied for by post will be sent first class by recorded delivery. There will be a £2.40 charge to cover the postage costs.

Question: What terms and conditions apply to tourist permits?

Answer: The permit is only valid for use in pay and display bays (please ensure that you check the Tariff Board at the location to ensure that the permit is valid for the area).
The permit does not guarantee a parking space.
No refunds will be made whether the permit has been used, partially used or unused.
Failure to comply with the above may result in a penalty charge notice being issued

Question: Is there a charge for using the paybyphone service?

Answer: All PayByPhone transactions are subject to an initial transaction fee of 20p; this provides the motorist with benefits such as the ability to add time remotely, email; confirmation and online receipts. Optional texts are charged at 10p per text. (Prices correct as at January 2017)

Question: I no longer require my All Island Car Park Permit and pay by direct debit, what should I do?

Answer: You should return your All Island Car Park Permit by post to Isle of Wight Council (Parking Services), PO Box 239, Newport, Isle of Wight, PO30 9FQ.
Upon receipt of the permit, the Council will cancel your direct debit and the payments due/made will be calculated and you will be notified of any outstanding amount or refunds due. There is an administration charge of £10.00 + VAT. (Please note that it would be advisable to return your permit by recorded delivery as a refund will not be issued if the permit is not received). Refunds will be made by BACS and as such you will need to provide your bank details at the time of submitting your refund request.

Answer: No. A decision was made by Committee on 11 October 2018 that no further permits would be issued to Businesses for parking within a Resident Permit zone with immediate effect.

Question: I am trying to apply for a permit online but it will not let me select todays date, why?

Answer: Permits should always be applied for in advance to ensure that we have time to verify eligibility and for the payment to clear. For this reason, the online permit system will only accept applications between four days ahead to one calendar month.

Answer: As soon as your payment is downloading onto the permit system, you will receive an email confirming the permit start and expiry dates.

Question: Will I receive a reminder to renew my online permit?

Answer: The online permit system (for all pay up front permits) is set to send email reminders 21 days before the permit expiry. However, it remains the permit holders responsibility to note the permit expiry and to ensure that it is duly renewed if required.

Question: I have a virtual parking permit and been given a courtesy vehicle, what can I do?

Answer: Should you have the use of a courtesy vehicle because of an accident or repair, we can offer temporary cover to the vehicle. Please call us on 01983 823714. You will also need to email a copy of the hire agreement to parking.services@iow.gov.uk. When your original vehicle has been repaired, you will need to call us so we change the details back.

Question: What is the entitlement for parking with a blue badge?

Answer: I can confirm that providing a valid Disabled badge is clearly and correctly displayed within the vehicle, a Disabled badge would entitle the following in Isle of Wight Council parking areas:

- Up to 3 hours on a double yellow line (where no loading ban is in place)
- Up to 3 hours on a single yellow line (where no loading ban is in place)
- Unlimited parking in an on street pay and display bay free of charge (providing there is no signage to the contrary)
- Up to 8 hours in a long stay car park free of charge (providing there is no signage to the contrary)
- Up to 3 hours in a short stay car park free of charge (providing there is no signage to the contrary)
- Unlimited parking in a designated on-street disabled bay (providing there is no signage to the contrary)

Question: How can I purchase and pay for the All Island Car Park Permit?

Answer: You can apply for your permit online at iwight.com. Payments can be made in full by debit/credit card or in instalments by direct debit.

Instalments will be collected over 10 months at £32.45 per month (All Island Car Park Permit) or £46.20 per month (All Island Car Park Permit with Supplementary) respectively. The first payment will be due at the time of application and must be made by credit/debit card. Direct debits will be collected from the 20th of each subsequent month.

Please note that applications cannot be made in person or by post, as applications can only be submitted online.

Answer: The All Island Car Park Permit costs £324.50 and allows you to park your vehicle for up to 6 hours in any* Council long stay car parks and for up to 2 hours in any* Council short stay car park.

Answer: No. However, if you have applied for a permit and selected to pay by direct debit, upon submitting your application, a temporary permit will have been created and you can print this yourself to display in your vehicle should you require immediate parking.
If you have paid up front for your permit, the virtual permit will start from the date that you selected in which case a temporary permit will not be necessary.

If you selected to pay for your permit upfront, you will not need a temporary permit as the permit will be valid from the date that you requested it to start from.
