What’s happening?

The Council is currently redeveloping the Local Transport Plan; also known as the Island Transport Plan. This sets out the Council’s objectives to improve the Island’s local transport network for the next 15 years.

It will replace the previous Island Transport Plan and considers:

  • The existing Island demographic and how this is changing
  • Cross-Solent travel
  • Access to healthcare and education
  • Climate change and adaptation
  • Our changing transport and travel habits
  • Local policies and strategies such as the Council’s Corporate Plan and the emerging Island Planning Strategy
  • Regional and national policies and strategies
  • The current PFI contract and it’s impact on the delivery of future projects and services

Our aim is to provide a Island Transport Plan that improves the transport system making it accessible, sustainable, and modern. This should remove barriers and improve quality of life for everyone.

What’s in the draft plan?

The draft strategy is built around  four main objectives, aligned with the Council’s Corporate Plan:

  1.  A transport network which produces net zero greenhouse gas emissions and is resilient to the impacts of climate change
  2. People and goods can travel sustainably and efficiently to and from, and around the Island, to help grow the local economy
  3. An inclusive, accessible, and affordable transport network for all
  4. A safe network that supports thriving, healthier, communities

The four objectives form the basis of our six key policy areas, each explained through short animations:

  1. Accessibility and Safety: Enabling everyone to have access to the Island’s transport networks in a safe and more sustainable manner.
  2. Behaviour Change: Measures which will influence the travel habits of our residents and visitors.
  3. Infrastructure: Improvements to the transport network to make it more sustainable and resilient
  4. Land Use Planning: Working with developers to ensure residents have access to more transport choices
  5. Sustainable Tourism: Supporting sustainability within the local tourism sector.
  6. Technology: Using technology and data to reduce the need to travel and increase connectivity between people and services.

We want your feedback

We are now asking you to comment on our current draft strategy. We will consider all information given from this consultation. Your feedback will help us to determine if the current draft of the Island Transport Plan 4 reflects the views of the local community.

We are asking for feedback on all the six key policy areas, even if you only have views on one policy area, your thoughts are still incredibly important.

You have a total of 12 weeks to take part the public consultation runs from 1 September to 24 November 2025.


Meet the team, ask questions, and pick up a paper copy of the plan and survey at these drop in events:

  • Monday 15 September 2025 - Riverside Centre, Newport - 3.30pm to 6.30pm
  • Tuesday 16 September 2025 - East Cowes Town Hall  - 11am to 2pm
  • Wednesday 17 September 2025  - Freshwater Memorial Hall - 11am to 2pm
  • Monday 6 October 2025  -  Aspire Ryde – 3.30pm to 6.30pm
  • Thursday 9 October 2025 - Cowes Community Club - 3.30pm to 6.30pm
  • Tuesday 4 November 2025  - Salisbury Gardens, Ventnor -  11am to 2pm
  • Thursday 6 November 2025 -  Sandown Methodist Church  - 11:30am to 2.30pm
